Thailand Sets Strict Rules for Elderly Care Centers

Thailand has introduced five guiding principles for regulating elderly care centers, aiming to balance infection control with residents' rights and family oversight. The regulations require caregiver qualifications, emergency medical access, sanitary conditions, and transparent contracts supervised by local authorities. The initiative responds to concerns about some facilities restricting family contact and neglecting basic care standards.

The Ministry of Public Health, through the Department of Health Service Support and the Department of Health, has issued clear regulations under the 2021 ministerial announcement on controlling elderly care services. The five core principles include: ensuring disease screening does not cut off family contact, requiring caregivers to pass background checks, health screenings, and standard training while maintaining professional care standards; guaranteeing immediate access to emergency medical treatment when needed; maintaining sanitary environments and providing safe recreational activities to prevent stress and isolation; and demanding transparent service contracts with oversight from local administrative organizations and public health offices to prevent unlicensed facilities. The move follows public complaints about some centers allegedly restricting residents' freedom, limiting family visits, neglecting hygiene, and potentially amounting to unlawful confinement. Authorities stress that protecting public health must go hand in hand with upholding the rights and dignity of older people.
